Imperfect Information –
Prerequisite for Imperfect Democracy

Democracy builds on the assumption of informed citizens. This assumption, however, corresponds only partly to reality: information is distributed extremely unequally, because the interest in and access to information are unequally distributed – this happens also and particularly in the so-called information society.
Through this an imbalance has evolved between "insiders" and "outsiders", between "opinion leaders", "opinion makers" and "opinion receivers". This imbalance is in a dynamic relationship with the principle of political equality, which expresses itself in the same voting rights for everyone. Dealing rationally with this – unavoidable – imbalance is a permanent challenge for every democracy.
