Transparency
The Telekom Austria Groups engages in and maintains regular dialogues with policymakers and regulators at international, European and all national levels related to topics of relevance for the telecommunications sector. In our public policy activities, we are strongly committed to openness and transparency with all our stakeholders.
EU Level
EU legislation has a strong impact on our business. Relevant legislative decisions at EU level are transposed to national law or even directly applicable at national level and affect therefore the telecommunication sector in all EU member states. EU law also serves as best practice orientation for countries aspiring to accede to the EU. We therefore exchange views on planned legislative action with members of the European Parliament, Commission officials in charge of relevant legislative dossiers, the European regulatory authority BEREC or government officials of member states. Additionally, we are a member of and participate actively in global and EU-wide industry associations, such as
ETNO (European Telecommunications Network Operators´ Association) and the
GSM Association.
Our goal is to reach understanding amongst policy makers for the potential impact of their legislative decisions on the ICT sector. We also want to help them gain more in-depth knowledge about how the telecommunications market works and to understand our business challenges.

National Level
At the national level, regulatory affairs teams deal with issues related to national policy-making as well as with the practical implementation of the relevant legal framework. In the case of Austria, Bulgaria and Slovenia this implies the implementation of EU legislation. In other countries such as Serbia, Macedonia or Belarus, we lead a dialogue with policy makers on topics related to national legislative decisions.
Regulatory issues at national level frequently concern sector specific market analysis and remedy decisions of national regulatory authorities, competition issues between operators and/or other issues based on the legal framework for telecommunications businesses.
Our operations include maintaining relations with national regulatory agencies, members of national parliaments, and relevant ministries. We are also members of national industry associations in the respective countries.
